That's what this legislation seeks to achieve. It's a bill that will open the door to a better future for this nation..." The Senate must heed President Obama's call to action and build on the progress that we have made with our success in the House. We need a strong bill to tackle the climate crisis now, and it's essential we get it right the first time. This may be our only chance. Any climate bill must:?? - Set an overall cap on atmospheric carbon dioxide levels of no more than 350 parts per million.? - Maintain the Clean Air Act's ability to regulate critical polluters -- the Act has reduced air pollution for 40 years and is one of our most powerful tools in fighting global warming. - Eliminate or greatly reduce offsets and other loopholes. We're depending on you to pass a bill that truly takes on the biggest crisis in human history. If this historic bill passes, it's unlikely to be substantially amended in the next decade, so we can't afford an imperfect "first step" now.
