Unless we are drastically slashing emissions elsewhere while this is going on its nothing but a dog and pony show. I'll celebrate this small victory though because its part of phasing out fossil fuels and every tiny step forward is a step toward responsibly mitigating the damage of climate change. The auto industry doesn't need (or deserve) 5 years to make us better cars; imports will be meeting those standards long before GM.
